Town of Woodland Board Meeting

Commissioner Outland and Commissioner Morris were absent.

Call to Order: Mayor Beale called the meeting to order at 7 PM. Pledge of Allegiance was recited and a moment of silent reflection.

Approval of Agenda: The first item of business was the approval or amendment of the agenda. Commissioner Cooper would like to amend the agenda to add Item F under 9. Commissioner Christison made a motion to approve the amended agenda, Commissioner Cooper seconded, and the motion passed.

Approval of Minutes: The next item of business was the approval or amendment of the minutes from the regular board meeting dated January 4th, 2024. Commissioner Christison made a motion to approve the minutes from the regular board meeting dated January 4th 2024, Commissioner Cooper seconded and the motion passed.

Consideration of Bills: Commissioner Christison made a motion to approve bills, Commissioner Cooper seconded, and the motion passed.

Public Comments: No public comments.

Fire Department: Mr. Robbie Collier read the Fire Department report. Mr. Collier says they have paid off the grants they received last year and are waiting on the $500,000 from OSBM. They are preparing to start training again to assist in receiving grants. Commissioner Christison thanked Mr. Collier and the Fire Department for all their help and support of the town and for providing us with a temporary Town Hall while our building is being renovated.

Police Report: Commissioner Morris was absent, so there was no police report. Commissioner Christison reported that Commissioner Morris asked for the police to be able to use the Town Hall for a week once it is remodeled to get their Police paperwork in order.

Clerk Report:

a. Mrs. Burgess brought up the policy to the Board on Comp Time. She explained that something should be put in writing that if an employee has over 80 hours in Comp Time to be used, then the employee should have to use their Comp Time when taking any time off so to keep them from banking too much Comp Time. The Board highly suggested using comp time before sick time. There is one employee in particular who has 153 hours of Comp Time banked. Commissioner Cooper said we should give that employee 3 months to get his comp time down to 80 hours and if he doesn’t cooperate, then we will change the policy if needed.

b. Mrs. Burgess brought up Mrs. Sherri Mayle’s credit again. Commissioner Cooper would like us to make it aware to the residents that anything from their house to the right of way of the road is their responsibility. Mr. Eaton explained that the town did not have a clean out at that residency, so Commissioner Christison said we need to issue her a credit since it was the Town’s issue of not having a clean out.

c. Mrs. Burgess reported that the new handheld is here.

d. Mrs. Burgess provided the new contract between the Town of Woodland and Mr. Wahid Kaiwan. Mr. Kaiwan was not in attendance, but Mrs. Burgess proposed if the Board is in agreement of the contract, then the Mayor can sign it.

e. Commissioner Christison provided estimates for the construction process and the HVAC. Next step is Bradley Construction building the offices, getting solid core doors with metal frames ($1500). They are hopefully going to be starting on construction Monday, February 12th. Commissioner Christison reports that the windows in the front foyer also need to be glazed. Commissioner Christison made a motion to approve the contract with Bradley Construction, Commissioner Cooper seconded, and the motion passed. Kenneth Bradley will be tearing up the carpet and sanding the glue off and will be putting luxury vinyl in the offices. He will also be putting in new ceiling tiles and lights. He will purchase the lights, but that doesn’t include the electrical work. Commissioner Christison made a motion to approve the contract with Kenneth Bradley, Commissioner Cooper seconded, and the motion passed. The third estimate is for Master’s Heating and Air installing a new split system HVAC. Commissioner Cooper made a motion to approve the contract with Master’s Heating and Air, Commissioner Christison seconded, and the motion passed. Commissioner Christison is going to meet with an electrician on 2/9/24 and another electrician the next week.




Maintenance Report: Mr. Eaton read the maintenance report. Mr. Eaton asked for an electrician to get the lights working in the warehouse. The Board made mention that any contractor to do work for the Town will need to have General Liability and Workman’s Comp.

a. Materials - Commissioner Christison just wants to make sure whatever materials are being used are being replaced.

b. Leaks - Mr. Eaton reports they fixed Myrtle St. They still need to fix the leak in front of Charles Timberlake’s business, one in front of his home, and one by Chris Corey’s home. Commissioner Cooper said the DOT doesn’t like the filler we are putting into the potholes around town, we need to look into getting some patches to fix them. Commissioner Christison would like for Mr. Eaton to get some bids to fix the potholes and get the prices on patches. Commissioner Christison said to make sure any maintenance workers doing any work in the road have on safety vests.

c. Sewer Line - Mr. Eaton reports that there is still a rod in the sewer line. Need to buy rope to fix. Commissioner Christison says anytime that there is an incident that happens with the maintenance crew, make sure they alert Mr. Eaton and the Town Hall because the citizens will be calling it in and it is better to already know about it. Mayor asked if there is a protocol for incidents. Commissioner Christison says that Mr. Eaton should be the first one notified then the town clerks.

d. Call Backs - talked about earlier

e. Vehicles - Commissioner Christison mentions that Commissioner Cooper has GPS on their trucks for Bryant and Lassiter, we should possibly get it on our vehicles. Commissioner Cooper will get the pricing for that. Commissioner Cooper says all town vehicles need the Town Decal to be on the side.

f. Pump - Northern Tools. Commissioner Cooper mentioned the pump that they have with Bryant and Lassiter, 3 inches for $2,800. Split 50/50 between Streets and Sanitation and Water & Sewer. Commissioner Cooper would like to know how much it weighs. Commissioner Christison told Mr. Eaton to do some more research on the pumps.
Comments from the Mayor: Mayor announced that he is running for County Commissioner.
Comments from the Commissioners: Commissioner Cooper reports a lot of good comments on the Christmas Lights. Mayor Beale would like to fill the town with some more Christmas decorations this coming Christmas season.
