Town of Woodland Emergency Meeting for COVID-19

Board/Staff Present:

Randy Beale – Mayor
David Cooper – Commissioner
Brian Christison - Commissioner
Barbara Outland – Commissioner
Ricky Morris - Commissioner
Donielle McDermott – Town Clerk

Call to Order: Mayor Beale called the meeting to order at 4:00 pm.

Approval of Agenda: Commissioner Christison made a motion to approve the agenda. Commissioner Cooper seconded and the motion carried.

Public Comments: There were none.

Letter for Water Disconnections: Mrs. McDermott shared the letter drafted for our customers informing them of the State of Emergency and the temporary waiving of late fees and suspension of water disconnections. She stated that Attorney Culpepper advised the town against publicizing the information about waiving late fees and suspending disconnections. His fear is many customers will choose not to pay just because they can. This was discussed among the board, and the board decided to not send out the letter and also decided to still send out notices to customers for nonpayment like we usually do even though they will not be charged or disconnected for now.

Temporary Adoption of Water and Sewer Policy Ordinance: The board reviewed the amended ordinance and made a recommendation to add in Section 2 that Cut offs will be suspended, however notices for nonpayment will still be sent out. Commissioner Cooper made a motion to adopt the Water and Sewer Termination Policy presented on this day, March 20, 2020 with the addition of the change made to section 2 stating we will continue to send out notices for nonpayment but there will be no cutoffs. Commissioner Christison seconded and the motion carried.

State of Emergency: The board of commissioner asked for a copy of the State of Emergency to be sent out to all businesses including Jernigan Oil. They requested it to also be posted on the message board, marquee, town website and FaceBook page. Commissioner Cooper asked for the State of Emergency to include the date on the front page and number the pages. Commissioner Cooper made a motion to accept the State of Emergency as written with the addition of the date and page numbers. Commissioner Morris seconded and the motion carried.

Public Comments: There were none.

Adjourn: Commissioner Christison made a motion to adjourn the meeting. Commissioner Morris seconded and the motion carried.
