Town of Woodland Special Called Meeting
to Discuss the Armory
November 16, 2020 at 2:00 p.m.

Board/Staff Present:

David Cooper – Mayor Pro Tem
Barbara Outland – Commissioner
Brian Christison – Commissioner joined via Zoom
Donielle McDermott – Town Clerk

Randy Beale and Ricky Morris were both absent.

Mayor Pro Tem Cooper called the meeting to order at 2:00 p.m. Mayor Pro Tem Cooper stated the Town has received a $20,000 bid on the armory from Alex Terry.

Commissioner Christison said he feels like we should accept this offer and move forward with the upset bid process.

The question was asked what Mr. Terry’s plans are for the armory. Commissioner Outland said she did not know for certain, but she felt he may be interested in reselling for a profit. The board discussed finding out what his purpose for purchasing the building is, as we have the authority to turn down any and all offers.

Mayor Pro Tem Cooper asked if an auto garage is acceptable for zoning M1 stating that zoning is the only regulation we will have. Mrs. McDermott checked and found that this is acceptable.

The board agreed that we will advertise in both the Roanoke Chowan News Herald and the Daily Herald, along with our website and FaceBook page. Mayor Pro Tem suggested we get in touch with the gentleman from Maryland as well who was previously interested.

The board asked for us to check with our Attorney Luther Culpepper to see if he could close the sale for us. Commissioner Christison said any cost of selling the armory will come out of the sale price and the remaining profit will go to the fire department.

After more detailed discussion on exactly what to put in the ad, the board agreed to call another meeting when the ad was ready for review. At this time the board will vote on whether or not to sign the resolution allowing the sale of the armory through the upset bid process.

At 2:57 p.m., Commissioner Christison made a motion to adjourn the meeting. Commissioner Outland seconded and the motion carried.
