Town of Woodland Special Called Meeting to
Discuss Property for Lift Station #1
Board Minutes
Date: October 16, 2020
10:00 AM

Board/Staff Present:

David Cooper – Mayor Pro Tem
Barbara Outland – Commissioner
Brian Christison – Commissioner
Ricky Morris - Commissioner
Donielle McDermott – Town Clerk

Mayor Beale was absent.

Mayor Pro Tem called the meeting to order to discuss the purchase of the property that lift station #1 is on. The town needs the area of land inside the fence which is 4/10th of an acre. Currently the county tax records has this land listed in VEPCO’s name, however VEPCO claims they do not nor have they ever owned the land. The surrounding land belongs to the Burgwyn sisters, Margaret, Molly, and Anna. The Burgwyn sisters have agreed they would sell the town the land inside the fence for a reasonable offer.

Mrs. McDermott explained that Attorney Luther Culpepper said there is no deed to be found stating that VEPCO owns that property, therefore the Burgwyns have the right to sell us the land.

Commissioner Christison read an email from Atty. Culpepper regarding the tax value of the land. For the entire 11.1 acres, the tax value is $6,314. Commissioner Christison would like to make an offer and include all costs of the sale.

Commissioner Cooper suggested we make an offer of $2,500 and asking the Burgwyns to respond in a timely manner.

Commissioner Outland asked if she could share the email with the Burgwyns when she brings them the offer. The board agreed it was fine to share this information as it is public information.

Commissioner Cooper made a point that the land is low land and not equipped to build a house therefore the price we are offering is fair.

Commissioner Christison made a motion to offer $2,500 and any other costs such as closing fees for the land that lift station #1 is currently on, adjacent to the Burgwyn’s current property. Commissioner Outland seconded and the motion carried.

With no further discussion, Mayor Pro Tem Cooper made a motion to adjourn the meeting at 10:13 a.m. Commissioner Outland seconded and the motion carried.
