MAYOR'S REPORT
October 6, 2016

Asset Inventory & Assessment Grant Application for Sewer System: In April 2016, on behalf of the Town of Woodland, Rivers and Associates submitted an application to the North Carolina Department of Environmental Quality, Division of Water Infrastructure for funding to assist in the repair of the town's sewer system. Woodland's application was not approved during the spring funding cycle.

After reviewing and “tweaking” the Asset Inventory and Grant application paperwork, Rivers and Associates resubmitted the package for consideration during the fall funding cycle. The state was due to receive all applications by September 30, 2016.

Woodland's sewer system is in desperate need of repairs. I was recently advised by Robbie Collier, Director of Public Works, that during the excessive rain fall we experienced in September, the sewer system suffered overflow conditions on the 3rd, 19th and 21st of the month. Each one of those events places the Town of Woodland in a position to be fined by the State of North Carolina.

We remain hopeful that the state will recognize the severity of our situation and agree to grant us the necessary funding required to assist the town in repairing the sewer system.

Work Session Scheduled for 401K Package: A Work Session has been scheduled for Thursday, October 13, 2016, at 5:00 pm. The purpose of the Work Session is to meet with Mrs. Diane Swindell, Regional Retirement Manager for the state of North Carolina. Mrs. Swindell has agreed to meet with the Town Board to educate us with regards to the 401K retirement package, which the state offers to all state employees, as a supplement to their retirement income. The meeting should take no longer than one hour.

By-Laws: During the Town Board Meeting on September 1, 2016, the Board agreed to establish a By-Laws Committee which will be charged with preparing a draft document of By-Laws for the Town Board to review and eventually approve. We discussed having two board members on the committee, in addition to at least one member from the Woodland Community to assist in the preparation of the document.

Maintenance Position: The Town of Woodland has been advertising to fill a position within our Public Works Department. All interested candidates will be required to possess: a “Class B” Certified Driver's License (CDL); a High School Diploma, or GED; and must be able to read and write the English Language. A criminal record check and drug screen will also be required prior to consideration for employment. Duty assignments for this position will include streets, parks, cemeteries, water/sewer maintenance, and installation. More information regarding this position will be available at Town Hall. The Town of Woodland is an Equal Opportunity Employer.

Playground Equipment: I was recently notified that the playground equipment at the Northampton County Wellness Center will be dismantled, as the county recently received a grant that will allow the Wellness Center to install all new equipment. It was brought to the my attention that the Town of Woodland was the only town, or organization that submitted a request to receive the older equipment as a donation, free of charge. According to Mr. James Roberts, Director of the Wellness Center, the building contractor for the Wellness Center will dismantle the old equipment. If the Town of Woodland would like to receive the equipment, we will have to pick it up from the Wellness Center. I have discussed this matter with Robbie Collier, the town's Public Works Director. I believe that the playground equipment will prove to be a great asset to our recreation field.

Family Day – Family Fun Day was held on September 10, 2016. The event was sponsored by the Special Events Committee and Woodland Community Outreach, Inc. We had a lot of vendors and a great crowd of people came out to join in the fun. It was a great opportunity for the entire community to come together and have some fun.
